Notice to Delhi government on panel to examine school fee hike

New Delhi: The Delhi High Court on Friday issued notice to the Delhi government on an application seeking immediate setting up of a court-mandated panel to audit the accounts of private schools that have been charging high tuition fees.

A division bench of Justice A.K. Sikri and Justice Siddharth Mridul issued notice to the government seeking its reply by Sep 9.Earlier, the same bench had given direction for setting up of a committee headed by former judge Anil Dev Singh to audit the accounts of each of the schools to ascertain if the hike was required.

The bench authorised the committee to scrutinise the accounts of minority schools as well.

"If the committee finds that the hike was not required, the schools are bound to return the money to students with 9 percent interest rate," the bench had said in a 143-page verdict on Aug 12.

The committee will also comprise J.S. Kochar, a chartered accountant, and an official from the Directorate of Education, to be nominated by the Delhi government's chief secretary.

The bench made it clear that the city government's 2009 notification will be treated as an interim measure but it would be subject to the scrutiny.

The court suggested to the city government to create a permanent regulatory authority, either by amending the Education Act or by enacting a new legislation, to resolve the issue of periodic hikes in tuition fee.

It also suggested to the central government to frame a national policy on fees for unaided schools.

The bench's order came on a PIL which had alleged that despite CAG's indictment of 25 private schools for accounting malpractices including faking losses, the city government has allowed them to hike tuition fee.

The notice was issued after Delhi Abhibhavak Mahasangh filed an application through its counsel Ashok Aggarwal, seeking direction to the government to forthwith issue a notification constituting the Anil Dev Singh Committee.

Taking note of the plea, the bench said: "Submit a status report regarding constitution of Anil Dev Singh Committee by next date of hearing."

The government notification, which was issued on Feb 12, 2009, had said that any school, which was charging a monthly fee of Rs.500, will be allowed to hike Rs.100. Likewise, any school charging a monthly fee of Rs.1,000 will be allowed to effect a maximum hike of Rs.200.

Schools with a monthly fee of Rs.1,500 were allowed to hike tuition fees by Rs.300 and those having a fee structure ranging from above Rs.1,500 to Rs.2000 were allowed to hike it by a sum not more than Rs.400.

The rest of the schools with monthly fees of more than Rs.2,000 were allowed by the notification to hike it by only Rs.500.

The Delhi Cabinet had approved the hike ranging from a minimum of Rs.100 to a maximum of Rs.500 in the schools to ease their financial burden due to hike in teachers? salaries as per the Sixth Pay Commission recommendations. IANS

Britain prepares to discipline school children

London: Schools in Britain are being empowered with an increased authority to ensure a disciplined environment, as teachers will get the right to use physical force while dealing with students.

Rules on the use of physical force in schools are to be eased to "restore adult authority" in the classroom.Teachers will be able to read texts on pupils' phones and to erase any offensive messages, photos or videos. They are also expected to be given legal power to use "reasonable force", for example to remove a disruptive pupil from their classroom.

Headteachers will be able to discipline pupils who misbehave outside school and to exclude students who make false allegations against staff.

According to Education Secretary Michael Gove, current regulations inhibited teachers? judgment.

He insisted that more men must be recruited for teaching to provide children with male authority figures.

Gove has already brought in no-notice detentions, tougher powers to allow teachers to search pupils for banned items, and anonymity for teachers -facing abuse allegations.

The eductation secretary said the government was planning to start a -programme this autumn encouraging former soldiers to take up teaching, specifically to ensure more male role models.

In a speech at Durand Academy, south London, Gove called for radical measures to ?challenge the culture of low expectations?.

He said: ?They (children) are the lost souls, our school system has failed. It is from that underclass that gangs draw their recruits, young offenders' institutions find their inmates, and prisons replenish their cells.?

Gove added: ?Let me be crystal clear. If any parent now hears a school say, `Sorry, we can?t physically touch the students?, then that school is wrong. Plain wrong. The rules of the game have changed.?

Teaching was sometimes undermined ?by the twisting of rights by a minority who need to be taught an unambiguous lesson in who?s boss?, he said. IANS

IITs, IISc to use CAT 2011 for MBA admissions

Kolkata: The Indian Institutes of Technology (IITs) and the Indian Institute of Science (IISc) have decided to use CAT 2011 as part of the selection process of their MBA and management programmes from the 2012-13 academic year.

The Joint Management Entrance Test (JMET) previously used for admission by the IITs and the IISc stands discontinued, according to an IIM media release here.
The decision was taken after a recent review revealed that the relatively young JMET is not too dissimilar to CAT, and that the effort to organise JMET each year seemed enormous in relation to the approximately 40,000 candidates who took the test each year.

"The intersection of candidates who take both CAT and JMET in a single year is quite large. The decision to use CAT for admission into the IITs and IISc will minimize the test preparation and financial burden on candidates," the release quoted L.S. Ganesh, former head of the IIT-Madras management department, as saying.

The five original IITs - Kharagpur, Bombay, Madras, Kanpur and Delhi - as also IIT-Roorkee are among India's earliest institutions to have offered postgraduate and research programmes in management since the 1960s.

"CAT is an ideal fit for IITs as it is a well-evolved, established, standardized and widely accepted entrance exam for admission into PG programmes in management in India," Ganesh said.

"This is a major initiative that brings two premier higher education systems together. We anticipate that this will result in closer tie-ups and collaborative research work that will provide both sets of institutions a competitive edge in the long run," CAT 2011 convenor Janakiraman Moorthy said.

CAT 2011 will be conducted over a 20-day window Oct 22-Nov 18 across 36 cities. IANS

Lucknow teachers on mass leave to support Hazare

Lucknow: With the pro-Anna Hazare chants getting louder, the teachers' union of Lucknow University and degree colleges in Uttar Pradesh Thursday announced to go on a mass casual leave to support the activist's fight against corruption.

Besides going on a day's mass casual leave Thursday, the Lucknow University Teachers' Association (LUTA) and the Lucknow University Associated Colleges Teachers' Associations (LUACTA) are holding several programmes later in the day to express their solidarity with Hazare, who is fighting for a stronger Lokpal bill.

"After staging a sit-in on the campus near the Saraswati Vatika, and holding peaceful demonstrations to support the veteran social activist, we later today would converge at the Jhulelal Park, which is the main centre for organising programmes in support of Anna Hazare," said LUTA general secretary R.B. Singh.

"If an aged person like him (Hazare) is fighting for corruption, it's our moral responsibility to join him for the noble cause," he added.

LUACTA members also will hold peaceful demonstrations at the Shaheed Smarak, and later form human chains before marching towards the Jhulelal Park.

"Anna Hazare is fighting for a national cause. Let us contribute our bit to support a drive that intends to weed out deep-rooted corruption from our system," said LUACTA general secretary K.K. Bajpai.

Meanwhile, according to India Against Corruption (IAC), which backs Hazare, people from various walks of life are converging at the Jhulelal Park to support the anti-graft campaign.

Hazare had planned to begin his fast for a stronger anti-corruption Lokpal bill in New Delhi Tuesday. However, Delhi Police imposed certain conditions before allowing the protest. Hazare refused to sign the undertaking, following which the police detained him and his other team members on Tuesday.

He was arrested and subsequently released but refused to leave the jail. But now he will begin his 15-day-long fast at Ramlila ground in Delhi as his conditions have been met. IANS

More Indian students seek admission in US

Washington: Reversing recent trends, prospective graduate students from India seeking admission in US institutions increased eight percent in 2011 after increasing just one percent in 2010, according to a new survey.
Ahead of India, however, were China which recorded double-digit increases in applications (21 percent) and the Middle East and Turkey (16 percent), according to the survey by Council ofOverall the number of prospective international students increased 11 percent between 2010 and 2011 with the rate of increase for fall 2011 outpacing that of the last four years. Offers of admission to prospective graduate students from India too rose 8 percent in 2011, the first increase to occur since 2007, the survey noted. For prospective graduate students from India, applications increased for the second year in a row and offers of admission increased for the first time since 2007.These figures suggest that the recent trends for India and South Korea are reversing and that the numbers of these students in US graduate schools will once again increase, CGS said. US has always been a popular destination for Indians and has become even more popular due to larger shifts in the other options available to Indian students, said Rahul Choudaha, director of development & innovation with World Education Services.Of the 185,000 Indian students enrolled in higher education institutions abroad, US leads with a share of nearly 55 percent of all Indian students followed by Britain and Australia, according to UNESCO data, he noted.Majority of Indian students enrol at graduate programmes, especially in engineering related fields, Choudaha said.According to National Science Foundation 57 percent of all Indian students in the US were enrolled at master's level programme in engineering and computer science in 2009.An interesting trend for this year is higher acceptance of Indian students by institutions outside top-100.Number of applications from Indian students to institutions outside top-100 has increased by 6 per cent, however, number of offers by institutions has increased by 12 per cent, indicating higher willingness of institutions to accept Indian students, Choudaha said.
